What is the difference between a full strip and wax versus a buff and recoat?

A full strip and wax removes all existing wax layers down to the bare floor, then applies fresh coats of finish from scratch. A buff and recoat skips the stripping step and instead buffs the surface to remove surface scratches, then applies one or two new finish coats over the existing base.
